Cst James Cadigan says real life grinch characters exist and they prey on distracted drivers. He says always shop with friends or family. If you must shop alone, do so during the day. Secure your belongings and keep bags close to your body. Lock your vehicles and never leave bags in sight. Cadigan says the RNC wants to ensure those gifts you buy make it under the tree this Christmas.
